After the Great Karabakh Victory, the processes of restoration and revival of the territories liberated from occupation are carried out at an unprecedented high level - based on the latest technologies available in world practice, including “smart” technologies. In this regard, to effectively support the constant growth of activity and well-being of the population, a very important decision was made. On January 4, 2021, by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev, to ensure a modern and decent life, for sustainable settlement in the territories liberated from occupation, to carry out construction, restoration, and improvement work in all areas, as well as for safe living, the “Karabakh Revival Fund” was created.
       
This fund provides financial support and attraction of investments for the restoration and reconstruction of the liberated territories of the Republic of Azerbaijan, for transforming the region into a stable economic and highly prosperous region, for the development of public-private partnerships in this region, as well as within the country and abroad.
       
A Supervisory Board has been created to provide general management and control over the activities of the fund. The current management of the fund's activities is carried out by the Board, consisting of three members - the chairman and his two deputies. The fund is formed from donations, grants and other sources not prohibited by law from individuals and legal entities. In its activities, the fund is guided by the Constitution of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan, the Charter of the Fund, decrees and orders of the President of the Republic of Azerbaijan, decisions, and orders of the Cabinet of Ministers of the Republic of Azerbaijan, as well as other legal acts. The powers of the founder of the fund are exercised by the President of the Republic of Azerbaijan.
        
According to the decree signed by President Ilham Aliyev, the fund provides financial support and attraction of investments for the restoration and reconstruction of the liberated territories of Azerbaijan. The fund is formed through donations from individuals and legal entities, grants and other sources not prohibited by law. According to world experience, the first goal set after the end of hostilities is to satisfy the initial needs of the population of the country emerging from the war, ensure the development of an economically weakened region, and attract various assistance to our country from foreign countries, international institutions, and organizations in the subsequent stages of reconstruction. For this purpose, international congresses, and exhibitions of the companies “Caspian Event Organisers” and “Iteca Caspian” are held in our country, one of them is the exhibition “Rebuild Karabakh 2021”. According to the signed Memorandum of Understanding, part of the proceeds from the sale of the exhibition space will be used for ongoing work towards the restoration and reconstruction of territories liberated from occupation. Several friendly countries - Turkey, Pakistan, Israel, Hungary, Iran, Italy, Great Britain, etc. are also participating in the process of restoring our territories liberated from occupation.
     
The activities of the Karabakh Revival Fund create an excellent opportunity for the dynamic development of future global and large-scale projects within the country and abroad. The creation of the fund once again shows that the goal of the Azerbaijani state and the President of the country was not only the liberation of our territories from the Armenian occupation, but also the comprehensive revival of our rich lands, restoration of the potential of the liberated territories to the level of the steadily developing rest of Azerbaijan, the inclusion of these lands in the general social economic system of the country. 
       
Today, the transfer by our compatriots of a certain amount to the fund strengthens our national-spiritual unity and increases love for the Motherland, for our native country. Those who donate to the fund are proud to have contributed to the revival of Karabakh. As a result of the work carried out through this fund, which is a manifestation of the Karabakh policy of our state, our territories will be completely reconstructed, modern cities and villages will be built, which will give our regions a peaceful, safe, and comfortable life. The Karabakh Revival Fund at a high level provides and will provide important services for the rapid restoration and development of territories liberated from occupation, so that our citizens return to their native lands as soon as possible.
