Establishment of the Nakhchivan Autonomous Soviet Socialist Republic

The units of the 11th Army of Bolshevik Russia (Ist Cavalry Regiment of the 28th Rifle Division), which completed the occupation of Azerbaijan in April-May 1920, entered Nakhchivan on July 28, moving through Gorus and Shahbuz, and the Soviet power was established here on the same day.

On June 16, 1923, the third session of the Azerbaijan CEC decided to accept the request of the Nakhchivan Congress of Soviets to include the Nakhchivan country as an autonomous region of Azerbaijan. On December 11, 1923, the Presidium of the Central Committee of the Azerbaijan CP returned to the issue of the autonomy of Nakhchivan and passed a decision to transform the Nakhchivan country into the Nakhchivan Republic. On the basis of a decision of the Presidium of the Trans-Caucasus CEC, on 18 January 1924 the first plenum of the Central Executive Committee of the Nakhchivan Soviet Socialist Republic passed a decision to transform the country of Nakhchivan into the Nakhchivan Soviet Socialist Republic under the protection of the Azerbaijan SSR. Central Executive Committee established the Soviets of People´s
Commissars, administratively divided the republic into three counties - Nakhchivan, Sharur and Ordubad counties.   
On 9 February 1924, the Azerbaijan CEC passed a new decision to transform the country of Nakhchivan into a Soviet Socialist Republic under the protection of the Azerbaijan SSR. 

The Constitution of Nakhchivan MR was adopted on December 27, 1925, in the second session of the fourth convocation of Nakhchivan ASSR CEC. On April 8, 1926, the commission set up by the Azerbaijan SSR CEC reviewed the draft Constitution of the Nakhchivan Republic and approved it with amendments and additions. On April 18, 1926, the Fifth All-Nakhchivan Congress of Soviets unanimously adopted the first constitution of the Nakhchivan Republic. Provisions about Nakhchivan´s coat of arms and flag were retained in section four of the newly adopted constitution. Section four of the Nakhchivan SSR Constitution, submitted at the demand of the CEC on June 16, 1936, said of the coat of arms and flag: “The Nakhchivan Soviet Socialist Republic uses the Azerbaijan Soviet Socialist Republic´s coat of arms and flag.”  Thus, the issue of autonomy of Nakhchivan has found its just solution forever.
