Aliyarbeyov Tarlan bey Abdullah bey oghlu was born on November 28, 1892 in the village of Aghsu in the city of Shamakhi in a noble family. In 1908, Tarlan Aliyarbeyov graduated from a six-year city school in Shamakhi and voluntarily went to the army as an infantryman. In 1911, T. Aliyarbeyov, a soldier of the 3rd Caucasian Infantry Regiment, was sent to study at the Mikhailovsky Military Infantry School in Tbilisi. Tarlan bey, who was one of the best students during his 4-year education, successfully mastered all subjects, graduated from the military school with a first-degree diploma and began serving in the 205th Rifle Regiment in Shamakhi with the rank of second lieutenant.

When World War I began in 1914, the 205th Regiment, in which Tarlan bey served, was sent to the Western Front. The unit commander, Tarlan bey, whose fortitude was highly valued, was awarded the rank of staff captain and was appointed to the responsible position of commander of an infantry battalion.

In the summer of 1916, T. Aliyarbeyov, who took part with his regiment in the famous Brusilov offensive, was seriously wounded in the chest during fierce fighting. After undergoing treatment for some time in the Brest military hospital, he was sent to Baku to continue treatment.

When the army of the Azerbaijan Democratic Republic began to form, Aliyarbeyov joined its ranks and was appointed to the position of assistant commander of the 2nd infantry regiment. His regiment ensured stability in the country and was engaged in increasing combat readiness. In the summer of 1919, when there was a threat of attack on Azerbaijan by the Russian army general A. Denikin, the 2nd infantry regiment was transferred to Gusar to strengthen the protection of our borders. For his services, T. Aliyarbeyov was awarded the rank of captain and was appointed assistant to the Baku district military commander. In this position, he headed the organization of conscription for military service among the population of the city of Baku and the surrounding areas. The purpose of this appointment, created on the initiative of the Minister of Defense of the Azerbaijan Democratic Republic Samad bey Mehmandarov, was to eliminate existing shortcomings in the work on military conscription and mobilization, as well as to prevent abuses in this area. On November 24, by order of the Government of the Republic of Azerbaijan, assistant to the Baku district military commander, Captain Tarlan bey Aliyarbeyov, was promoted to lieutenant colonel for distinguished service. In 1920 he was appointed to the post of Baku military commander and served there until the fall of the republic.

After the establishment of Soviet power in 1920, Tarlan bey Aliyarbeyov worked in high military positions, as he had sufficient experience in the field of conscription and mobilization. In 1923-1929 he worked as an assistant to the military commissar of the Azerbaijan SSR and head of the territorial administration. In 1925-1931, Tarlan bey was elected as a candidate for membership in the Central Executive Committee of Azerbaijan and was a deputy of the Supreme Council of the Azerbaijan SSR of the 2nd convocation. In 1927, he graduated from the Higher Command and Staff Course at the M.V. Frunze Military Academy in Moscow, worked in various military schools in the South Caucasus in 1930-1938, and studied at the M.V. Frunze Higher Military Academy in 1937-1941.

When Tarlan bey graduated from the academy, the Great Patriotic War had already begun. Given the difficult military situation in the North Caucasus in 1942, the USSR leadership increased the number of national divisions consisting of Azerbaijanis. To meet the need for national officers, Azerbaijani officers were seconded to these units. Since Tarlan Aliyarbeyov was considered a good specialist, he was entrusted with the recruitment and control of military training of officers of the 416th division. T. Aliyarbeyov, who already held the rank of colonel, was appointed deputy commander of the 416th national Azerbaijani rifle division, and three months later – commander. Later, T. Aliyarbeyov was appointed commander of the 402nd National Rifle Division.
